Kevin, a lifelong Alaskan, is the founder and CEO of Kilak Solutions, a firm launched in 2024 to guide small construction businesses into federal contracting. With a remarkable 20-year career in the U.S. Army Corps of Engineers, retiring as a First Sergeant, Kevin served in construction companies and battalions, leading over 300 Soldiers and project personnel in austere environments. His service included multiple combat tours in Bosnia-Herzegovina, Iraq, and Afghanistan, earning him two Bronze Stars for his actions in Iraq and Afghanistan. Managing over $30M in assets, Kevin’s leadership ensured mission success under the most challenging conditions.

Rising from a heavy equipment operator to project manager, Kevin has managed over 40 construction projects worldwide, valued at more than $140M. His portfolio spans industrial, vertical, horizontal, heavy civil, and national defense radar and missile field construction, with a focus on tropical and arctic environments. His expertise includes quality control, fiscal management, safety, project management, scheduling, pre-construction, estimating, and proposals, delivering projects that exceed construction standards.


Kevin’s proficiency in USACE Resident Management System (RMS) 3.0, alongside tools like Bluebeam, MS Project, Primavera P6, Heavy Bid/Heavy Jobs, RSMeans, and Microsoft Office suites, ensures precision and compliance. He has completed over $140M in estimates and proposals, achieving an impressive 25%+ award rate, a testament to his strategic acumen.
